From informal complaints to accountable service delivery

Without a central system

  • • Reports lost across phone calls, social media, and paper
  • • No shared view of open issues by district or category
  • • Citizens cannot verify receipt or resolution
  • • Urgent safety issues treated the same as minor defects

With IIMS

  • ✓ One record per issue with geolocation and photo evidence
  • ✓ Priority scoring and hotspot maps for resource planning
  • ✓ District, Sector, and Cell alignment with national admin structure
  • ✓ Transparent status updates for citizens and performance metrics for officials

How a report moves through the system

  1. 1

    Citizen submits a report

Via the mobile app: photograph the issue, confirm GPS, choose a category (roads, water, electricity, etc.), and add a short description. Works offline with sync when connected.

  2. 2

    System registers and scores

The API stores coordinates, applies priority rules (issue type weight and nearby duplicates within 50m), and sets status to Pending.

  3. 3

    Authority reviews in admin

District-scoped users sign in to the same admin portal you use for operations: prioritized list, filters, hotspot map, and report detail.

  4. 4

    Resolution and accountability

Status moves to In progress, then Resolved. Citizens see updates on their dashboard; analytics show response times per district.
